Some of it :-

Complains that when provisions personally were not issued in the quantities allowed by the commissioners scale and that the ......... ........ the issuing of them out ... ........ was not observed.
I was the person appointed after on behalf of the immigrants at the issing out of the provisions.

Combining yours and mine I get this :-
