The Commissioner's name looks like J I Moussel and the witnesses name ends ..arney but I can't make out the rest. Could the first letter be W?

Thanks Emeltee.

J I Moussel/t

Yes it looks like W ... arney

Tried searching for the commissioners name but found nothing so far. The NSW government appointed several people in various parts of the state as commissioners for minors. If the minor had no NOK the commissioner would decide if the marriage could take place.

Deaths in Bathurst for a William and a William J Kearney.

No death in NSW index to 1940 for a mousse? [?= any letter]

Not finding a match that fits in Trove.
