The Commissioner's name looks like J I Moussel and the witnesses name ends ..arney but I can't make out the rest. Could the first letter be W?

Yes it looks like W ... arney

Tried searching for the commissioners name but found nothing so far. The NSW government appointed several people in various parts of the state as commissioners for minors. If the minor had no NOK the commissioner would decide if the marriage could take place.
