1939 register and new marriages

On the register there are notes with the date a woman remarried and the new surname!

But it seems that the date on there is a bit off.
Just found a rellie and after much searching the marriage date is 2 years adrift, 1971 on the register 1969 in fact SO just what is the date meant to signify😩😩

Could it be the date that the NHS were informed that the name had changed due to marriage rather than the date of the marriage.

I had the same thought but still not that helpful is it😩
Plus the fact that some people use their original single name upon remarriage - I am afraid there is no hard rule😮‍💨
