It looks to fit gibbo but no sign of a marriage to Brough or a birth reg as Brough.
I've seen some birth reg where the mother's name is not her maiden name but the name from an earlier marriage.
Maybe check the mmn for all children.

So why no marriage reg and why no birth reg for her as Brough ?
Where is Keldon in Yorkshire?
No other births with mmn Brough before Charles. The marriage should be just before 1888.
I can't find a previous marriage for Annie as Brough that fits.
I've looked at the possibility the maiden name is not Brough but the name from an earlier marriage. Nothing fits that way either.

Would a birth or death reg contain anything that solves this puzzle?
No parents on a death reg.
Details contained on a full birth certificate include:
• Name, date and place of birth.
• Father's name (if given at time of registration), place of birth and occupation.
• Mother's name, place of birth, maiden surname and, after 1984, occupation.
Please note that registrations made before 1969 do not include details of the parents’ place
of birth and mother’s occupation.
