Bampton/Charlwood family

Hi, In my tree I have a Fanny Bampton b.- 1851 Windsor, Berkshire and died 1883 Windsor Berkshire, aged 31 years, her husband is William John Charlwood born 1844, Windsor, Berkshire and died 1883, Windsor, Berkshire aged 42 years. They had three children Sarah born 1876, Windsor; William born 1877 Windsor and Jenny born 1878. I can find the family in census's up to 1881, but once both parents pass away (1883), I can only find Sarah in the 1891 census in an orphanage in London and in 1901 she is working as a servant in a Working Mens Hotel in Hammersmith road. What I can't find is the other two siblings. So my question what happens to children whose parents die in Windsor? Do they go to family; sent overseas (thinking Australia, USA, Canada) or straight to orphanage's; can someone tell me why on Sarah can be found and not Jenny? I'm assuming if there is just a girls orphanage for girls there was the same for boys. Any guidance where to look next would be appreciated
