I think if an ancestor was in a workhouse or other institution then the likelihood of the birthplace being incorrect increases. In workouses it would have been the matron or master or other staff member who filled out the forms and handed them to the enumerator and often they may have heard of the local town near the actual birthplace and rounded it down to that. My ancestor is on the 1891 census in a workhouse. He was born in a small village near a local market town in Essex but the local town was given as his birthplace.
