Many thanks for taking the time to look up its much appreciated.

It could very well be him. I have his mother on an 1871 Census in service to the Lewis family in Wales, Charles is not with her. On the 1881 Census she is still with the same family and they now are living in Weston Super Mare again.
Charles at this time is Staying with his sister in Cheltenham.
It seams his father may have died, at some point before the 1871 Census. His mother is listed as Widow in 1881.
