Found this MI at Westoe Council Cemetery which could be your James

Elizabeth wife of Charles COTTEW R.N. born 12.5.1821 died 7.6.1879. James COTTEW Master Mariner lost at sea with all his crew Jan 1849. James E. COTTEW died at Melbourne 6.7.1900 aged 79.

DEATHS
COTTEW.-On the 6th July, at his residence, 673 Spencer-street, West Melbourne, James Edward Cottew, aged 79 years. At rest.

DOD looks to be 6 not 8. The headstone is not easy to read so I think the transcription has errors.
