I have found the family in the 1881 Census living at 7 Harris Street, Cheetham, Prestwich and Emily was not born in Liverpool but in Aldershot, Hampshire. The GRO birth ref is
Kate Emily Bertha Williamson Sep 1858 Farnham vol 2a p 57 mother's maiden name Tweed

The ref for Emily's marriage to Arthur Brown is June 1877 Stone vol 6b p 57

The ref for Emily's marriage to William Burgin is June 1894 Manchester vol 8d p 235

So far I can't find the family after 1881 either as Brown or Burgin

As Emily married William Burgin in Manchester in 1894 I'm guessing that she stayed in Lancashire but nothing seems to be coming up.

I found her in Liverpool in the 1861 Census with parents Ezra and Mary Ann and in 1871 just with Mary Ann and brother Robert.

You say William Burgin went on to marry again. Do you know when Emily died? I have found one death with the right age

Emily Burgin aged 40 Dec 1828 Rotherham vol 9c p 426.

I can see them together on the 1891 census but William is remarried on the 1901 census so maybe she did die, I dont have a record yet so it could be her, on the 1901 census only one of Emilys children, Laurence, is living there so I wonder what happened to the two girls

The death for Emily Burgin 1898 Rotherham is the correct one.

The 1901 census of Kimberworth Rotherham has William with wife Theresa and children Mary 11; Laura 9; Bernard 6; Norman 4 and step son Laurence Burgin 17.

William, widower, married Theresa Rose, spinster, at Chapeltown nr Ecclesfield 18 April 1900.

His children with Emily were bapt there :-
Mary Amelia born 16 Jan 1889 & Laura born 8 Nov 1891 both bapt Nov 27 1891, d.o. Kate Emily and William Burgin.
Bernard born Sept 22 1894 bapt 13 Oct 1894 s.o. William & Emily Burgin

Youngest bapt at Rotherham :- Norman Edward Burgin bapt 4 April 1897 s.o. William and Emily.

1911 census shows William had 3 children with Theresa;- Doris, Harold and Horace.

Still looking for the Brown children. Laurence was listed as Burgin in 1901 butI can't find him under either name yet.

This is odd :- checking the births of Emily's children only two has a m.s.n of Williamson

Emily Brown m.s.n. Williamson 1877 Q3 Stone
Jessie Ann Brown m.s.n. Marriott 1879 Q1 Stoke on Trent
can't find Lawrence Brown
Mary Amelia Burgin m.s.n. Marriott 1890 Q1 Wortley
Laura Burgin m.s.n Marriott 1891 Q4 Wortley
Bernard Burgin m.s.n. Brown 1894 Q4 Wortley
Norman Edward Burgin m.s.n. Wilkinson 1897 Q1 Rotherham (assume this is meant to be Williamson)

In 1881 a Kate Marriott was living with the Brown family, mother of Alfred Brown so you could imagine him going to register Jessie's birth and giving his own mother's name instead of his wife's maiden name but Marriott was given for two of the Burgin children too. Can't explain that.
