Grandfather's medals

Hi all,
I am trying to claim my mother's stepfather's medals from the MOD (He always maintained that he never claimed them at the time.) but I have insufficient evidence to fill in the claim forms. The only information I have is his name and birthdate and place, his parents names, his rank and the fact that he was at Dunkirk and served against the Japanese in Burma and India.
We have no photographs of him from the war to try and find out his regiment. I also understand that if he actually refused his medals I will be unable to claim them. Can anyone confirm this?
Has anyone any ideas as to how I might proceed?
Any ideas would be greatly appreciated
