That does not make sense to me. Is that an error with the volume number? Perhaps it should be 6b and Oxfordshire.

The alternative is that the volume number is correct with the county Norfolk and that the RD is in error.

There is a Henley in Suffolk. its a village just north of Ipswich in Suffolk. the Henley in Oxfordshire should be Henley upon Thames

I do not know if that helps or muddies the water further

Yes but Henley in Suffolk is a parish not a RD. It is in Bosemere & Claydon RD.

Here is the birth reg for the older sibling:

Date of Registration: Jan-Feb-Mar 1962
Registration District: Henley
Inferred County: Oxfordshire
Volume Number: 6b

Almost certainly BORN in Henley....registration district should be Oxfordshire.

So yes just an error in the recording i would say.
