illegible handwriting

I have copies of several old wedding certificates but some of the names are impossible to read
is there a program that can clean up the hand writing and make it legible?

Don't know of an actual program for that, but a photo restoration program might help. If you take the certificates to a place that restores photos they might be able to help or at least point you in the right direction. Or possibly a book restoration service might help.

I didn't look at it in detail, but thought you might like to look at it yourself.

If you have a scanner some allow you to resize the document, so if you scan the area and then enlarge it this may help.
