I think you have the correct William Ings in 1841. The 'born in county' bit is not always correct - I have an ancestor down as born in Lancashire when he was actually born in Stepney. He just happened to be living in Lancashire at the time of the Census.

Do you have him in 1871, which is the only other Census entry I can see. He is living in Greenwich, Ann Muscott aged 50 is Head of family and William is down as aged 79, Widower, Grandfather Retired Ship Caulker born Portsmouth. Ref is RG10/745/F150/p27

I've just looked at the image and it definitely says Grandfather. Perhaps, as Head of Household, Ann meant that he was grandfather to her children.

The other interesting thing is the the date on the extracted IGI batch is 5 August but it is clearly written 'Eighth' on the copy of the birth cert I got while in Dublin in 2008.
