I think you have the correct William Ings in 1841. The 'born in county' bit is not always correct - I have an ancestor down as born in Lancashire when he was actually born in Stepney. He just happened to be living in Lancashire at the time of the Census.

Do you have him in 1871, which is the only other Census entry I can see. He is living in Greenwich, Ann Muscott aged 50 is Head of family and William is down as aged 79, Widower, Grandfather Retired Ship Caulker born Portsmouth. Ref is RG10/745/F150/p27

Thomas Muscott 1851
Houses, Rotherhithe
Thomas Muscott 58 Independent Minister Hackney
Elizabeth Muscott wife 58 Bethnal Green
Benjamin Muscott son 14 Stepney
Elizabeth Clement Wid. Lodger 84 Annuitant Rotherhithe

I've just looked at the image and it definitely says Grandfather. Perhaps, as Head of Household, Ann meant that he was grandfather to her children.

It doesn't surprise me that you can't find him, it took me some time

1851 HO107/1538/F443/p13
York Street, Rotherhithe
William Henry Troge Widower 56 Ship Caulker Portsmouth
M R Troge 19 Dressmaker Deptford, Kent
J L Troge dau 23 Hoxton, Middlesex

Looking at the image it looks more like Ings than Troge.

1861 RG09/390/F80/p34
3 Lower York Street, Rotherhithe
William H Jugs Wid 68 Caulker Portsmouth
Jane Parsons dau married 29 Rotherhithe

Just out of interest I found daughter Priscilla in 1851 surname transcribed as Legs!

This mis-transcription is near the top of my list being on a direct line.

Birth Certificate: Reg #281
Rathkeale No.1 District, Union of Rathkeale, Co Limerick
August Eighth 1872
Arthur
Place of Birth: Rathkeale
William Hamilton - Rathkeale
Anne Hamilton formally Mellefont
Head Constable
William Hamilton Father Rathkeale

Death 6308/1948 HAMILTON Arth 75 Wm Anne CRILLEFOUT d. Glen Iris. Vic.

The other interesting thing is the the date on the extracted IGI batch is 5 August but it is clearly written 'Eighth' on the copy of the birth cert I got while in Dublin in 2008.
