A tree on fmp has his parents as William Loughlin born 1838 Trincomalee, Ceylon and Jane Wallace born 1842 in Sydney. They married 26 November 1868 at St Mary's RC Church, Sydney

William's parents are given as Mary O'Connor and Bernard Loughlin and Jane's are James Wallace 1803 Waterford - 1873 Sydney and Anne McDonald 1807 Waterford - 1853 Sydney, who married in Waterford 1823

All obviously needs checking.

Forgot to add that Jane died 1897 and William 1906, both presumably in Australia.

If that is RC at the same church then it's on a different set of films at a different library.
