I've done quite a lot of family history and local history in the East End of London.
Stepney and Whitechapel are next door to each other, with Mile End Road running through the top of both. Above Mile End Road is Bethnal Green.
I would say Mile End New Town is probably split between Whitechapel and Stepney depending on which end you lived.
