I've done quite a lot of family history and local history in the East End of London.
Stepney and Whitechapel are next door to each other, with Mile End Road running through the top of both. Above Mile End Road is Bethnal Green.
I would say Mile End New Town is probably split between Whitechapel and Stepney depending on which end you lived.

Seems Stepney is correct parish amd Whitechapel the correct RD for Mile End New Town up to 1866.

For Mile End Old Town up to 1866 the RD would be Stepney.
