Missing from 1901 Census

Tracing my great grandfather John Sanders b.1879, Bloxwitch, Staffs.
Cannot find him on the 1901 census.
I know that before the 1st WW, he was in the 1/5th South Staffordshire Regiment a ,TA battalion. Would it be possible for this unit to be overseas at the time of the census and, would they have had too keep a census record. I know the Royal Navy did so for the men on ships.
I've heard that the 1 in front of the 5 means this unit could be sent overseas and, the men knew this when joining, the 2 in front of the 5 means that this was a home unit and,would be stationed at home all the time ( untill WW 1 ). Anyone know if there is any truth behind that.

civil parish Sandon reg dist Cannock, sub reg dist Cannock, county Staffordshire.

Household members:-

John Sanders age 32 (if you look at the copy of the census the 3 dosnt look like a 3 if you compare to another one on the page, but it dosnt quite look like a 2 either) occ stockman farm ag. cattle. born Bloxwich, Staffs
William Wood head age 68 farmer
Edith Ann Wood dau age 13
Edward Wood son age 24
Harriet Wood dau age 32
Lilian D Wood dau age 12

Hi Julie,
Not 100% sure about that one, He was married in 1902 and, his occupation was colliery engine fitter. Though it's possible he had a career change and, he was born in Bloxwitch ( Snyed Lane ).
I've evan tried spelling it Saunders, still no luck.
