William was the son of First Fleet marine, Andrew Fishburn. In 1810 he was apprenticed to G.J Palmer of Windsor. He was granted 60 acres of land at Castle Hill in 1818. He was a constable for the district of Castle Hill and Pennant Hills from 1821 until he resigned in 1825 due to ill-health. The 1828 Census shows he was a publican at Baulkham Hills.
