I have been trying to locate Frank Norman Headicar in the 1939 register - found one in Chelsea which is a possible.
On Ancestry Electoral rolls there are 2 for 1939, one at 197 Burnt Ash Hill and the other at 47 Elystan Place (this is the Chelsea one)
But the Burnt Ash Hill one appears to be missing but what with all the scribble on the page plus the fact that they jump all over, I suspect it got missed.
I am now coming to the conclusion that both the Electoral roll references are for the same person, one with his wife and the other his daughter!( a problem person 3 marriages etc)

Just found the 197 Burnt Ash Hill by looking for wife's name - age makes this a son with same name!
