penney family of stepney

does anybody have information about Jesse Penney Thames waterman born in Stepney 1858 later moved to Gravesend in kent he is my Great grandfather. Daughter born 1887 in Gravesend cannot find him on 1881 census. I have seen Margaret on genes reunited has him on her tree.

What is the relationship between Jesse Penney and Thames Waterman? I am a little confused on the relationships here.

sorry about my lack of punctuation,what I meant was that jesse penney worked on the Thames as a waterman, which means he had served an apprenticeship and was licenced to carry passengers on the river.
