This is Charlotte on the 1861 census. Looks like they got John's age wrong on 1851 and he is brother to Phebe and chearlotte his wife.

It does seem strange that john would list his brother and sister before his wife and son in 1851 census

Yes Dave you are right, Phebe and John are children by a different wife
I thought he would have listed his wife before any children
I know what would happen if I did that to my wife, i'd be dead meat
