1861 Edward is 32 and Elizabeth A is 20 is a niece not a sister ?

If Elizabeth is Edward's niece and her children are gt grandchildren of Thomas & Elizabeth then she is the granddaughter not daughter. So her father must be Edward's older brother who is not with family in 1841.

1861 George Skelton is listed as a grandson - so that's either correct or it means grandson-in-law.

I think this is it:

That's strange, the tree has Elizabeth Ann's death as 1860, yet they have the 1861 census saying George is still mar. not widower

In 1871, George says he is unmarried [not widower], divorce ?
