some advice please

how would i go about trying to to get an irish birth certificate on groni, if all i know is the date of birth not the place.looking for my husbands dad who we know nothing about at all other than his date of birth.we think he was born belfast northern ireland but everytime i try to find anything they always ask for the county which i dont know.anyone any ideas. suex
