I can't see the marriage of Charles to Mary A Hyde. I presume Jane is her sister.

Trying to prove father of that Charles is not Thomas.

Battersea and Newington are too close.

I'm not too sure, but I think it is an assessment when [literally] rough notes are taken of a given situation, but not necessarily for paupers, i.e. displaced persons, but poor. It came under the 1st Poor Law Act of the 1600's as I recall.
