This is a possibility for Gowan, seeing that Thomas was in Surrey in 1861 and Bexley Kent in 1871.

What I would do is to send off to the local registry office as they will search 3yrs either side of 1851 for his birth. Not to sure if the cost if £7.00 it may be slightly more. If they cannot find the birth they will refund the money!.
