If I have got it right James Harris 1939 was the child of Thomas Frederick and Florrie (Flora). Thomas born 20 may 1903 B'ham to parents Samuel and Harriett

Eliminating the births in Madeley these remain but I can't be sure as there are 3x Owen & Briggs marriages around that time.

If one child died very young there may be no birth reg, just a death reg.

I think John fits as one of the four. With a reg the same quarter I'd say the Leicester ones are out.
