Trouble deciphering Brit coat of arms ca. 1800

We’ve gotten the words we think go with the arms, “two lions rampant combatant, sinister hand erect, crescent.” We put this into Google books and the closest hit was for the same description, but with Dexter hand erect. I assume there’s no connection to same description with sinister hand, or is there? who is the person who owned this COA? This is in a small bronze cannon cast by Matthew Bagley in London ca. 1800.
