Were all marriages indexed?

I have a marriage which apparently took place on the 16 July 1893 in Southwark between Thomas Tait and Mary Brien, so far so good.
On Ancestry and on FMP they only have a 'written' record there is no record on FreeBMD records so I am assuming it wasn't indexed for some reason.

Is this possible!

Ancestry has an image of the banns register at All Saints Walwork.
The banns were called for Thomas Tait, bach, parish of Bermondsey and Mary Brien, spin, otp on July 16, 23 and 30th 1893. So they couldn't have married before August. Any written records for them in July can only refer to calling of the banns.
I imagine they had the banns called but just didn't marry, at least not then.
