Not 100%, I always thought Skipton was in W Yorks..

That said, there is a Skipton-on-Swale very close to Topcliffe and both in N Yorks.

Because Skipton on Swale and Topcliffe are in the same RD [Thirsk] It is likely their address is in Skipton on Swale. Skipton may be a shortened version of Skipton on Swale..
