Women only register?

Trying to trace a relative and a reference came up to the London Electoral registers for 1895, not much information on there but I did notice that all the names on it were of women!
I looked at several pages and all were the names of women which is a bit odd as I didn't think women got the vote until the 1900's.

Any ideas as to why the register existed.

There are men on there, just had to go a few more pages!

Certain women property owners could vote in the 19th century :-
from 1869 single women ratepayers could vote in local government elections & this as extended to some married women in 1894. As your list was 1895 I expect it was something to do with this.
